Amelia told the committee that Senate Bill 210 would provide a sales-tax exemption for certain purchases and sales made by the Johnson County Christmas Bureau Association for the purpose of supplying food, clothing, cleaning supplies, personal-care items and other necessities to people in need.
Senator Shallenberger moved the committee to pass the bill favorably; Senator Peterson seconded. Committee staff provided the fiscal note: an original estimate of $17,000 in fiscal-year 2026 and $17,000 in fiscal-year 2027. Staff also described how the exemption would affect different state funds: an annual reduction of $97,500 was noted (roughly $80,000 to the State General Fund and $17,500 to the State Highway Fund), and a project-exemption-certificate portion could cause a one-time reduction of approximately $228,000 (about $187,000 SGF and $41,000 State Highway Fund) split across fiscal years.
The committee approved the bill by voice vote and will report it out favorably for further consideration by the Senate.
Committee members asked about possible amendments and conferees, and staff noted written materials and fiscal details would be included in the bill packet.
