Wasco approves $550,000 Measure X allocation for two playgrounds and pool fencing

Wasco City Council on Feb. 18 approved a $550,000 allocation of Measure X funds to the Wasco Recreation and Parks District to replace two playground structures and replace pool fencing in Barker and Westside parks.
Ms. Cobb told the council the city's 2024–25 CIP includes $550,000 in Measure X funding for park improvements and that staff and the Recreation and Parks District met to identify top-priority projects. She said the district will submit invoices and proof of payment and the city will reimburse the district from the Measure X allocation.
Council Member Reina asked whether the planned improvements would prevent a previously discussed dog park at Westside Park. Ms. Cobb and the city manager said the dog park is not in the current CIP and that installing the new play equipment would not preclude a dog-park project in the future, though that project would need separate budgeting.
Council members discussed other park needs during the exchange, including a removed skate-park fence; staff said the district had checked with its insurer and determined the fence was not required. Ms. Cobb said playground replacements have quotes or bids and that the district aims to complete work before summer; fence replacement quotes were still in progress but staff provided contractor contacts to the district.
Mayor Medina moved to adopt the resolution; Council Member Reina seconded, and the motion passed by roll call with four ayes and the mayor pro tem absent. The resolution authorizes the transfer/reimbursement process from Measure X previously included in the city's CIP and directs staff to process reimbursements on proof of payment.
