The Winter Springs Pension Board asked staff and the plan actuary to continue researching a census discrepancy identified during the fiscal year 2023 financial audit and to return with findings before the audit is finalized.
The issue was first raised on the board's agenda item 502 (August) and concerns the date on which an employee became a member of the city's retirement plan; staff told the board more work is needed to reconcile enrollment records, plan design versions and actuarial valuation dates.
Why it matters: the discrepancy affects plan recordkeeping and may require a technical correction to eligibility or contribution timing. Staff and the pension attorney are reviewing documents to determine whether an adjustment is needed; the board was told any cost implications would be borne by the city.
Holly Queen, the city's finance director, confirmed staff has completed only the routine payroll contributions so far and that the larger annual city contribution is scheduled for March. At the meeting a board member summarized: "This is one of these situations where it's going to take some additional research and looking at documents and different versions of documents over time" and called the issue "relatively insignificant and small" with respect to plan operations but still requiring cleanup.
Board direction: staff will continue the review with the actuary and the pension attorney, finalize the research, and present a recommended correction or confirmation at a future board meeting. No formal corrective action was taken at this meeting; the matter remains under staff review.
