Waterford board approves tentative agreement with teachers union; steps, stipends and evaluation changes included

The Waterford School Board approved a tentative agreement with the Waterford Education Association (WEA) that the union membership ratified following a second vote by association members.

Superintendent or staff summarized the agreement for trustees, saying the ratified package provided step increases for eligible teachers (effective last August), and that teachers on the top step received an off-schedule payment of $1,200 for the year. The administration also said it negotiated special-education stipends to address shortages and updated Schedule B (which covers additional assignments such as athletics and extra curriculum work) with new fullâtime-equivalent language.
The agreement also included changes to the teacher evaluation process. The district will continue using the Charlotte Danielson framework and Frontline for management, but under the negotiated changes the evaluation structure moved from four performance levels to three, and a mid-year progress report requirement (driven by state legislation) was implemented to provide written feedback on strengths, improvement needs and professional development steps.
"One of the hallmarks I saw that came straight out of the legislation was the requirement of the mid year progress report," the superintendent said, noting the report helps teachers and administrators clarify goals and supports.
The board approved the superintendentâs recommendation and the motion passed on a voice/hand vote recorded in the meeting as six in favor. The administration said payments tied to the agreement will begin in March.
Ending: Trustees thanked union and district negotiators and described the ratification as a collaborative outcome. The board did not attach additional conditions to the approval at the meeting.
