The City Council on Dec. 17 authorized the mayor to execute an 18‑month consultant and professional services agreement with CBRE for real‑property services for an amount not to exceed the figure listed in the staff report. Staff said CBRE was the only responsive proposer to the city’s RFP and described the agreement structure: a retainer that covers routine services and a contingency of third‑party costs (appraisals, inspections and related transaction expenses) that staff may expend if the city pursues acquisitions. City staff said transaction‑related third‑party costs are typically recovered as part of acquisition closings.
Council members asked about outreach to obtain additional bidders and whether the retainer and third‑party contingency amounts were comparable to past contracts. Staff said the procurement was publicly advertised and reminder notices sent; CBRE submitted the responsive proposal. Staff also explained that prior arrangements sometimes required staff to use monthly retainer funds to cover third‑party fees during an acquisition; the revised structure would set aside a dedicated contingency for those expenses to avoid drawing down the monthly retainer.
Council approved the contract and fiscal action by unanimous vote. Staff will execute the agreement and use CBRE for property‑market services, transactions and periodic advisory work as described in the staff report.
