Board learns bathroom upgrade recommendation was not funded; approves $500 film-festival sponsorship

Board members asked for clarification about several items recommended in prior advisory letters that did not appear in the adopted budget. Staff confirmed that a previously recommended $200,000 restroom upgrade for the visitor center — included in the travel-council’s recommendation list — was not funded in the adopted budget. Staff said the board’s recommendations are advisory and the county commission has discretion to adopt or omit line items.

Members also asked about a recommended staffing allocation (a full-time position cited as roughly $55,000 in annual compensation in the board’s recommendation list). Staff committed to provide a written report showing which advisory recommendations were incorporated into the final budget and which were not, and to circulate that summary to the board.

On a separate agenda item, the board approved a $500 sponsorship request for the Advanced Mountain Film Festival. The film-commission representative said the sponsorship covers a festival sponsorship line item and that the office is coordinating a media push tied to a newly installed Utah Film Trail marker at Dead Horse Point and other potential film-trail installations. The film representative said a public media push for the film-trail content will roll out in spring and the marker includes a URL that will link to film-trail information.

Staff and board members discussed establishing a clearer follow-up process so the board knows which of its budget recommendations were adopted and how unobligated fund balances are being used. Staff agreed to prepare a commission-report summary listing TCAB recommendations and the commission’s budget decisions for each recommended line item.
