Consent calendar: The council approved minutes and three consent resolutions by roll call vote. Key consent items included: Resolution 2025-18, awarding a bid to Prater Electric Inc. for the Stevens Substation Expansion and Bank 1 Construction Project; Resolution 2025-20, authorizing a consultant agreement with KPFF Consulting Engineers for the Horn Rapids Veil Extension Project; and Resolution 2025-21, accepting Move Ahead Washington grant funds for the SR 240/Aaron Drive Complete Streets Improvements. Council approved the consent calendar by roll call; Mayor Richardson and the six council members voting recorded the motion as approved.
Transportation improvement program amendment (Resolution 2025-22): Public Works staff described the SR 240/Aaron interchange improvements as the city's top transportation priority and noted the project received partial funding in the state's Move Ahead Washington budget, which uses Climate Commitment Act dollars to support design. Carlo DeLisandro explained that the city must amend its local TIP to accept and use the funds and to move the project into the state transportation improvement program for fund release. Councilmember Van Dyke moved approval of Resolution 2025-22; it passed via voice consent.
