The council approved Ordinance 774-25, a minor general plan amendment to change a 10‑acre site at 7309 W. Arizona Farms Road (APN 200-24001M001G001F) from Suburban Neighborhood to Industrial. The change clears the way for a future rezoning and a proposed landscape/rock supply and rock-processing operation.
Planning staff said the site is adjacent to the Dobson Farms PUD and the recent land-use changes there, and that the minor general plan amendment fit the technical criteria because the site is only 10 acres (not a major amendment). The Planning & Zoning Commission held a public hearing Oct. 2 and unanimously recommended approval to the council.
During the public hearing one nearby owner, Daniel Dobson, spoke in person to say he was not opposed to the land-use change in principle but urged the town to require strict conditions during rezoning and site development. Dobson asked staff and the council to confirm which industrial uses would be permitted, to prohibit granite crushing (which his representative said would produce toxic silica dust), to require a traffic study accounting for heavy truck movements and dedicated turn lanes, and to ensure the site plan reflects required right-of-way for future regional corridors (including the Central Arizona Parkway).
Taylor Earl, attorney for the applicant, told council the applicant will work through the rezoning process and staff review. Earl said his client does not propose granite crushing and that project specifics such as hours of operation, dust control and truck routing will be reviewed during the subsequent zoning and site-development stages.
Council members acknowledged the community concerns and stressed that technical reviews, environmental controls and road improvements will be required during rezoning and site plan review. The council approved the general plan amendment by motion and voice vote.
Council and staff noted those concerns will be handled in the rezoning/site-review process and that any crushing or dust‑generating operations would require specific review and permits.
