Commission approves consent agenda including $85,000 holiday lights, pest and lawn service renewals

The Safety Harbor City Commission approved its consent agenda in two motions on Oct. 6, authorizing nine items that included city service agreements, infrastructure purchases and event-related installations.
In the first motion commissioners approved items 1, 2, 4, 5, 8 and 9 (vote 5-0). In a later vote commissioners approved the remaining consent items 3, 6 and 7 (vote 5-0).
Key items approved: - Holiday lights installation (item 3) — $85,000 for installation across multiple city locations, to be on display Nov. 25 through Jan. 5. Locations listed in staff materials include city entryways, Main Street, McMullen Booth, SR 580, Philby Parkway, South Bayshore, Safety Harbor Community Center, Rigsby Recreation Center, Museum and Cultural Center, Marina Fountain Area, Barnacle Park, Safety Harbor Library, City Hall, both fire stations, Folly Farm (including The Nest Building and Farmhouse), gazebo, butterfly gardens, trail entrances and Waterfront Park (excluding construction area). Commissioners discussed the cost but approved the item.
- Monthly pest-control services (item 6) — professional services agreement with SWAT Exterminating in an amount not to exceed $12,000 annually. Staff said the contract covers parks and buildings including Parks & Building Maintenance, Rigsby Center, library, marina restrooms, city park facilities, community center, City Hall, Fire Stations 52 and 53, Folly Farm facilities, Daisy Douglas bathrooms, Public Orchard Complex and other park restrooms. The agreement also provides for termite inspections and treatments as needed.
- Monthly lawn-treatment services (item 7) — agreement with Urban Horticulture Services in an amount not to exceed $37,000 annually for turf and lawn treatments at City Hall, fire stations, Rigsby Center, library, art park, Waterfront Park, memorial and neighborhood parks and other locations listed in the contract.
- Purchase of a 120-kilowatt generator for the wastewater division (item 8) — procurement from Pinnacle Central Company in an amount of $102,000.
- Contract renewal for lake management with Solitude Lake Management (item 9) — amount not to exceed $10,000.
- Renewal for online-permitting support with Granicus (item 2) and renewal of managed detection and response with REIT Advisors (item 4) were also approved; staff presented the renewals as routine maintenance and support items.
Commissioners asked clarifying questions about the scope of the pest-control and lawn-treatment contracts and requested documentation on products used and locations receiving synthetic versus organic treatments. That discussion led to a separate item later in the meeting in which commissioners asked staff to prepare a memo and report on pesticide/herbicide use in city parks and the options for minimizing synthetic treatments.
All consent items were approved either in the first or second consent motions by unanimous votes (5-0) during the Oct. 6 meeting.
