Wayne City Council took multiple formal actions at its July 1 meeting. Below is a summary of each recorded vote, movers/seconders (as spoken), and outcomes.
- Reappointments to boards and commissions: Council approved multiple reappointments to the Planning Commission, Zoning Board of Appeals and the Central Wayne County Sanitation Authority. Reappointments included Emily Gabler and Laura Street to the Wayne Planning Commission (3-year term to expire July 2028); Tom Porter (Forest Street) to the Planning Commission (3-year term, July 2028); David Story (Evan Street) to the Planning Commission (3-year term to expire July 2029); and reappointments to the Zoning Board of Appeals for Keith Butkovich, Tavita Frizzell, Merle Baum and Cindy Scofield. The council also reappointed David Schmidt and Catherine Sample to the Central Wayne County Sanitation Authority for two-year terms to expire July 2027. Motions were moved and seconded by various council members and all passed by voice vote.
- 4a: Settlement with IAFF Local 1620 to resolve outstanding claims related to retirement health care. Motion moved, seconded and approved; city staff characterized the agreement as a long-awaited, professionally handled settlement.
- 4b: Purchase of BS&A Cloud software for $165,830, to be paid from the information-technology budget, with annual renewals estimated at $75,000 beginning April 2027. Motion moved and approved.
- 4c: Purchase of a 2025 CamoMax 1,200 EJ with sidetrack easement jet for $462,927.58, budgeted in FY25-26 and to be paid from water and sewer capital outlay. Motion moved by Councilman Quarles, seconded by Councilman Darwish; motion carried.
- 4d: Approval of a revised contract with the Michigan Department of Transportation (MDOT) for parking-lane resurfacing along westbound Michigan Avenue from Pershing Street to Howe Road. The city's share increased to $49,600, with a deposit of $19,800 to be paid at execution; funds to come from the major road budget. Council approved the agreement. Staff told the council work will not start prior to the city's July 12 cruise event and said the project will take several weeks and likely be complete by Labor Day.
- 4e: Approval of an intergovernmental agreement (IGA) with Wayne County for Rotary Park improvements for FY24-25, including two pickleball courts. The county grant covers part of the costs ($13,616 awarded); staff estimated the total cost would likely be around $20,000 with the city covering the remainder from park funds. Council authorized staff to accept the grant and proceed to bid; staff said the work should be completed before the end of summer.
All of the listed items passed on voice votes with "Aye" recorded and the meeting transcript shows unanimous approval on the motions recorded.
Other procedural actions at the meeting included approval of the minutes from June 17 and adjournment at the end of the session.
