Staff reported the site is zoned C‑3 (heavy commercial), that the proposal meets applicable UDO standards for lot coverage (projected post‑construction coverage 34.6%), setbacks and height, and that no variances were required. Staff noted preservation of an approximately 1.5‑acre treat area at the north end of the site as a condition of prior approvals and that Westler Engineering reviewed stormwater and SWPP requirements and approved the applicant submittal for that work.
Michael Olinger, representing Ditch Witch Midwest, confirmed the applicant had nothing further to add. Commissioner Hunt moved to approve PSDP‑25‑7 including staff recommendations and an affirmative finding of facts; the motion was seconded and carried without further discussion.
What was approved: The development plan review permits a 4,500‑square‑foot building addition, 12 additional standard parking spaces (increasing total parking to 35, including two ADA spaces), minimal wall‑pack lighting within allowable light trespass limits, and required preservation of designated landscaping. Staff will require the applicant to submit construction plans to the director as a condition of final approval.
