Lot 2 upgrades near completion; Colosseum Way and Windgrove utility work ongoing

Collier Engineering reported progress on several fairgrounds infrastructure projects, including substantial completion of the Lot 2 retaining wall, completion of an underground electrical inspection, and revised stormwater plans for the Colosseum Way realignment.
John Chaney of Collier Engineering told the board the Lot 2 retaining wall "is complete" and that "underground electrical inspection was given last week," allowing the contractor to proceed with pulling wires, setting pole bases and backfilling trenches. Chaney said underground stormwater materials are on-site and will be stored and barricaded during the fair, and that the contractor plans to complete electrical and lighting work before the start of the fair.
On the Colosseum Way realignment, Collier reported revised flood-study approvals and a change in the off-site stormwater approach: "The proposed stormwater design for off-site stormwater has been revised to a sand filter system to reduce the upfront capital cost and the long term maintenance cost associated with that system," Chaney said. For the Windgrove Street intersection improvement, overhead utility relocations and required potholing to verify gas-line locations are nearing completion; lane-closure permits from Metro and TDOT will be needed for upcoming operations.

Capital-projects staff said the billing cadence reflects a 45–60 day lag: an excavation bill of about $150,000 for Lot 2 work appeared in the current report for work performed in June. Collier said next field steps after the fair include installing underground storm drainage, water services, a bio-retention pond, final paving and a boardwalk.
Board direction and risks
Board members asked for renderings and a consolidated future-project list to visualize the footprint of planned work across the campus. Staff said temporary fencing will be installed during the fair around stored materials and the completed wall; after the fair the contractor will finish underground storm systems and final pavement.
