The fee schedule update codifies a summer camp fee of $30 used by Parks and Recreation for several years but not previously codified. Staff said the $30 amount is a fraction of standard sports-registration fees because the summer camp program is shorter and pays instructors.
The resolution also adjusts the city’s annexation moratorium language to focus the moratorium’s reduced area of applicability to the bypass area and to “enclaves” identified on the growth-strategy map. Staff explained enclaves are unincorporated parcels surrounded by city jurisdiction; the change is intended to incentivize annexation in areas where the city already provides services. Council asked whether criteria define enclaves; staff pointed to a map in the adopted growth strategy and noted the state statute guidance the city uses for annexation decisions.
Councilman Bullitt asked how the $30 fee was set; staff said it had been used historically and derived as a fraction of existing youth-sports registration fees. The clerk read the resolution title into the record before the council adopted the measure on motion.
Motion to adopt Resolution 25-13 carried 4-0 with one absence.
