Councilbound rezoning advances to allow townhomes on Lake Forest site; HOA questions drainage and materials

The Planning and Zoning Commission on July 22 unanimously approved a request from the McKinney Housing Finance Corporation to rezone about 3.5 acres on the west side of North Lake Forest Drive from O1 office to a PD allowing attached single‑family (townhome) ownership.
Planner Jake Bennett said most proposed development regulations meet or exceed TR‑1.8 townhome standards but requested a reduced front yard setback to 10 feet; the PD would require the applicant to dedicate roughly 40,000 square feet (about 1 acre) of the site to common open space, landscaping and play areas and to preserve existing trees along the west property line. Staff recommended approval.
Paul Lyman, who represents the adjacent subdivision’s HOA, told commissioners the neighborhood supports redeveloping the long‑vacant site but urged attention to drainage: runoff from the site currently discharges toward the subdivision’s detention area, which residents say is near capacity. Lyman also encouraged durable exterior materials (brick veneer and architectural shingles) for the townhomes.
City staff and MHFC representatives said the conceptual plan shows rear drive access for townhomes and that drainage and detention design will be addressed during site engineering. The Commission closed the hearing and voted 7‑0 to forward the rezoning to City Council for final action on Aug. 19, 2025.
