Commission approves contracts, MDOT change order and EPA consent order for water-reclamation work

Chief Operating Officer (COO) Lamb summarized the five items for the commission: a contract supplement and change order with Whiteman and Associates for construction engineering on the Westniche Avenue improvements project in the amount of $134,585; a $300,000 supplement and change order with Carrier and Gable for traffic-signal components and equipment; a change order to contract 235104 with the Michigan Department of Transportation for construction on White's Road (Oakland Drive to Westridge Avenue) in the amount of $946,580.78; approval of an administrative order on consent with the U.S. Environmental Protection Agency for National Pollutant Discharge Elimination System (NPDES) Permit No. M123299 related to Kalamazoo Water Reclamation Plant improvements; and approval of a list of minutes from committee and business meetings.
Commissioner Hoffman made the motion to approve items 1 through 5; Vice Mayor Hess supported the motion. Clerk Boerling called the roll and the motion passed with recorded ‘‘yes’’ votes from Commissioner Hoffman, Commissioner Bridal, Vice Mayor Hess, Mayor David Anderson and Commissioner John Cooney. Commissioners Wilson and Decker were excused from the meeting.
Commissioner Bridal asked for a clarification and edit to the July 7 minutes during roll call: she requested language to specify that Commissioner Alonzo Wilson named victims from 2025, not only those tied to July 4. The commission approved the minutes with that clarification requested during the meeting.
Why it matters: The EPA administrative order affects the city’s compliance schedule under NPDES Permit M123299 and is linked to major water-reclamation plant improvements. The MDOT and local project change orders authorize additional contract work and funding for road and signal projects.
