Council adopts stricter animal-at-large rule to aid enforcement

Sandy City Council adopted Ordinance 25-18 on July 15 to amend city code Section 12-1-11 (animals running at large), changing language from permissive (“should be unlawful”) to a mandatory prohibition (“it is unlawful”) to address enforcement shortcomings cited in court.
Ian Williams, the city presenter, said the change was prompted by challenges in prosecutions stemming from the older wording; replacing “should be” with a clear statutory standard, staff said, would make enforcement more defensible in court.
No public comments were received on the item at the council meeting. The ordinance passed on a 6–0 roll-call vote. Roll-call responses recorded yes votes by Council members Sharkey, Meekum, D'Souza, Stroud, Robinson and Hausman.
The amendment takes effect as an update to the Sandy City Municipal Code governing animal control and will be enforced by city animal services.
