The board approved an updated resolution clarifying which payments may be made as "immediate payments" prior to the board's routine authorization of claims.
Finance staff said the existing authorization dated from 1996 and did not reflect current operating realities, such as electronic payroll, updated grant-related payment requirements and state-mandated immediate payments for certain legal/witness fees. The revised resolution modernizes the language, lists categories that are considered immediate payments (payroll, taxes, utilities, and certain grant- or drain-code-mandated disbursements), and clarifies audit and reporting expectations.
Commissioners discussed examples to ensure departments understand what can be paid immediately and what requires board approval the following week. Staff said the resolution will be returned with the budget packet in September for periodic review.
The board approved the updated immediate-payments resolution by voice vote.
