Council approves consent agenda including Spalding Ranch pathway, housing agreements and a Design Review Commission reappointment

The Boise City Council approved the evening consent agenda, which included the reappointment of Ben Semple to the Design Review Commission for a four-year term ending June 10, 2029, and several infrastructure and affordable-housing items.

During the consent discussion Council members flagged the Spalding Ranch pathway project and multiple affordable-housing agreements on the consent list. Mayor and council members described the pathway as a connector for neighborhoods and parks; one council member thanked the city purchasing team for competitive bids on the Spalding Ranch construction contract, noting a projected $1.2 million cost that came in at $815,000.

The packet also described agreements related to housing-for-formerly-homeless families: agreements with Eveland and Company and Northwest Real Estate Capital Corp. to start construction on “Sherwood” (formerly Park Apartments) and a related agreement with the Idaho Housing and Finance Association to invest in that project, plus an agreement with Pacific Companies for the Denton project. Council members and staff framed these as public–private partnerships to expand housing opportunities.

Action and vote A motion to approve the consent agenda was made and seconded; the clerk called the roll and the motion carried with all present voting in favor (4 yes, 0 no; two members absent). Ben Semple’s reappointment to the Design Review Commission for a term ending 06/10/2029 was approved without objection.
