BOCC approves county‑initiated rezoning of Digby parcels after town disconnection

The Elbert County Board of County Commissioners on June 11 approved a county‑initiated rezoning (RZ2025‑901) of three contiguous parcels commonly known as the Digby property, assigning an Elbert County agricultural zoning designation after the properties were removed from Kiowa earlier in 2024.
Staff said the three parcels total about 113.5 acres. The properties had been annexed into the Town of Kiowa in 2002 as part of a planned development that never proceeded; they were removed by decree in 2024 and, as presented, lacked a county zoning classification. County staff initiated the rezoning to place the parcels into an appropriate county zoning category.
The planning commission heard the matter and voted 7‑0 to recommend approval. Staff told the board the rezoning was consistent with the county comprehensive plan and would not adversely affect provision of public services, create unreasonable road congestion, or otherwise prove detrimental to the health, safety or welfare of county residents. There were no public comments at the planning commission or at the board hearing.
Commissioner discussion was minimal; staff clarified that the rezoning could be handled by legal description without an exhibit. The board approved the county‑initiated rezoning by motion.
