RDC approves continued 50% capture approach for Wynne Farms allocation area

At the June 5 meeting the Brownsburg Redevelopment Commission adopted Resolution 2025-03 RDC to continue the town’s existing approach for the Wynne Farms allocation area: the town will capture 50% of incremental assessed valuation for the 2026 budget year and release the remaining 50% to other taxing units.
Mister Pierce explained that Wynne Farms was created in February 2008, expanded in February 2015, and has been decreased twice (2015 and February 2023). He reiterated the town's policy in that allocation area to collect only half of the increased tax revenue, distributing the other half to other taxing units; staff noted the commission had removed 284 residential parcels from the Wynne Farms allocation area in February 2023 and that the town will continue to monitor and adjust parcels as needed.
A commissioner moved to approve Resolution 2025-03 RDC and a second was given; the commission adopted the resolution by voice vote with no recorded opposition. Staff asked commissioners to sign the adopted resolution after the meeting.
The resolution affirms the town’s continued partial capture approach for Wynne Farms to balance redevelopment funding needs with impacts to other taxing units.
