Housing division staff summarized the three HUD formula funding sources: Community Development Block Grant (CDBG), Home Investment Partnerships Program (HOME) and the Emergency Solutions Grant (ESG). Staff cited preliminary allocation estimates released in May: roughly $2.7 million for CDBG, $1.1 million for HOME and about $241,000 for ESG. The consolidated plan establishes priorities for housing, homelessness and community‑development investments and must be submitted to HUD in July.
Staff said the city solicited public input by survey and stakeholder meetings, and that staff will return to council on June 18 with a finalized draft for council review and authorization to submit to HUD. The public hearing on June 4 generated no in‑person speakers for this item; staff said one stakeholder had been scheduled but did not appear.
Trina Perez, housing division manager, emphasized that the plan is a policy framework and that projects recommended for FY25‑26 will be selected from the funding availability notice that the division issued earlier this year. Council received the presentation and closed the hearing for deliberation; staff will return with the final draft and recommended projects on June 18.
