The San Bernardino City Council approved a list of street segments to be submitted for state SB1 funding on June 4, directing staff to file the city’s SB1 action plan and to seek minor limit corrections in an October 2025 revision.
Public works staff said the city’s annual SB1 allocation averages approximately $5.7–$5.9 million. The locations approved by council are intended to “connect the dots” and create continuous paved segments on major approaches into the city. The primary segments presented and approved were:
- Second Street from I‑215 northbound off‑ramp to Arrowhead Avenue (connects to recent downtown bridge work); - University Parkway from State Street toward Kendall (staff and council requested the limit be extended to the Caltrans boundary south of Lee; staff said that revision can be submitted in October 2025); - Tippecanoe Avenue from Lee north to the Metrolink tracks (selected because of heavy truck traffic and pavement distress); - Baseline Avenue from Paris Street to Mount Vernon (connecting previously paved sections); - Waterman Avenue segments near the I‑210 interchange and south to Highland Avenue, coordinated with Caltrans freeway work; - Highland Avenue from Eucalyptus to Robinson to connect with recent paving west of Victoria.
Public works staff described the funding context: the city’s “proof of effort” and local maintenance‑of‑effort contribution are part of the program requirements, and some extensions or small limit clarifications may be submitted once Caltrans boundaries are finalized. Council asked staff to include a small extension to University Parkway and consider a short Baseline segment between E Street and Arrowhead using other funding sources if needed.
Council approved the list unanimously and directed staff to finalize the submittal and to return with any required corrections.
