City seeks consultant for downtown signal retiming under Vision Zero effort

Resolution 40 of 2025 would authorize a professional services agreement with Trans Associates to provide traffic engineering services for retiming 25 signalized intersections in the downtown area, in furtherance of the city's Vision Zero action plan and its Safe Streets efforts.
Staff said the project is a follow-on to the city's Safe Streets for All activities and that Trans Associates was selected from two proposals. The consultant described experience in traffic-signal timing and said the scope includes coordination of intersections to reduce vehicle delay, update pedestrian timing and support the city's larger Vision Zero safety goals. The consultant is a registered professional engineer with transportation experience and will provide design and implementation support.
Council moved the resolution to the legislative agenda for a formal vote; staff said the work is grant-funded as part of the Safe Streets program and will proceed once a professional-services agreement is executed.
