Commission approves memorial plaque for Steven Percy Palmer at Joey Lopez Park

On June 3, 2025, the West Sacramento Parks and Recreation Intergenerational Services Commission approved a family-requested memorial plaque for Steven Percy Palmer at Joey Lopez Park.

Erin Ayala, parks and recreation business manager, told the commission the family proposed a plaque "to give the community remember members that he touched and those who often feel forgotten a place to remember Steven and feel seen." Ayala said the application was reviewed and recommended by staff.

The commission received one comment from a fellow commissioner who said the city should also do more to recognize its founders and that the panel should reexamine how names are selected for park walls and dedications. "My concern is I've expressed before, is there are people on that wall right there that are pictured that are the reason that we are here today," the commissioner said, urging the commission not to "keep forgetting" early community members.

Commissioner Ahmad moved to approve the memorial dedication; Commissioner Jans seconded the motion. The chair called for the vote and the motion carried.

Ayala said the family was not able to attend the meeting. She described Palmer as a longtime West Sacramento resident who "spent his last 5 years working for UPS" and who was known for offering a smile and a helping hand to people who were often overlooked.

The commission noted the item is a memorial plaque request and distinct from the city's facility and park naming policy. Ayala confirmed members of the public may submit memorial dedication applications at any time.

The commission moved on to a workshop on Arlington Neighborhood Park following the vote.
