Engineering contract sought for Walnut Street multimodal upgrades from Front to Fourth

Council considered Resolution 39 of 2025 to contract with Kimley-Horn and Associates for engineering and design services for multimodal improvements along Walnut Street between Front Street and Fourth Street.
Staff said the Walnut Street work was originally part of a larger East-West connection project that was split when construction funding covered Chestnut Street but not Walnut. The city secured a state grant to fund Walnut Street design and selected Kimley-Horn via competitive proposal to complete final design and construction support.
Improvements described include a protected or painted bike lane from Front to Fourth, upgraded curb ramps to meet ADA standards, pedestrian crossing upgrades and a raised intersection at Second and Walnut to calm traffic entering from the highway. Designers noted some signal and traffic-signal timing changes will be needed where bike traffic conflicts with the existing vehicle flows. Design is expected to finish by the end of the year with construction slated for the following year (one construction season).
Council moved the resolution to the legislative agenda for formal consideration.
