Goldsboro City Council on May 19 approved a conditional rezoning request from R-9 to a General Business conditional zoning district for a site on Denton Place, allowing a warehouse-style facility subject to site-specific setbacks and a condition restricting future commercial enterprises unless further approvals are sought.
Planning staff explained the request (CZ 225 Northwest Associates LLC) covers a parcel on Denton Place roughly 400 feet southwest of East Ash Street. The site is currently R-9; the applicant asked for a General Business conditional zoning designation so a large warehouse-type building could be constructed. Staff said the city’s land-use map identifies the area as “mixed use,” and that while General Business is not the direct corresponding district for the mixed-use land category, staff found the proposed conditions and buffers would make the project compatible with surrounding residential and commercial uses.
Conditions and rationale: Staff summarized mutually agreed conditions that include side building setbacks of 15 feet, a 25-foot rear setback, and front setbacks of approximately 35–39 feet. The planning commission reviewed the request and unanimously recommended approval with conditions. Staff said the owner agreed that no commercial enterprises shall be permitted at this location in the future unless they return to the council for additional approvals.
Applicant remarks: Property owner Mike Goodard told council he plans to build a storage-type building to store personal property and vehicles, and that the site is adjacent to existing commercial activity to the north.
Vote and outcome: After holding the public hearing with no speakers, the council voted to adopt the ordinance with the staff-recommended conditions and the attached consistency statement. The council’s vote was recorded as passing unanimously.
What happens next: The adopted conditional zoning imposes the setbacks and the non-commercial-use condition; the developer must proceed to preliminary site engineering and permitting to meet all technical and utility requirements before constructing the building.
