Council awards $3.7 million contract to replace motors, switchgear at Stonehill pump station

The Flower Mound Town Council voted unanimously to award a construction contract for the Stonehill pump station motor replacement and associated electrical and site improvements.
Blake Hummel, a town staff member presenting the project, said the work addresses aging electrical equipment installed in the early 2000s and will replace starters, add three variable-frequency drives (VFDs), upgrade the main switchgear, replace the backup battery system and repair a discharge meter vault where groundwater infiltration has accelerated wear. Hummel said the contract includes French drains and other site work to limit future water intrusion.
Clark Electric was the recommended contractor after the low bid was adjusted; Hummel said the contractor reduced an unusually large landscaping line item and the staff-negotiated package reduced the recommended construction award to roughly $3.7 million. Construction scheduling accounts for long lead times on major electrical equipment; the town will avoid critical shutdowns during peak-summer months and plans temporary redundancy, including a portable generator, to maintain pumping capacity during changeovers.
"We actually have incorporated in the contract ... a couple redundancies here," Hummel said, describing the planned sequence of work and the inclusion of temporary power to prevent service interruptions.
Staff estimated approximately 450 calendar days to substantial completion with final completion later in the contract schedule. Council members asked about the condition of the existing switchgear and whether replacement now was prudent or could be deferred; staff said that although there were no imminent catastrophic failures, the switchgear was near the end of its typical service life and replacement now would capture cost and schedule efficiencies.
The council voted to award the contract (regular item J2) as presented. Town staff will coordinate construction and return to council with any significant schedule or budget issues.
