Anna resident raises concern over Leonard Avenue alignment and effect on property sale

During the City Council meeting on May 27, resident Tim Adams, 923 East FM 455, addressed council to register concern about the planned northward alignment of Leonard Avenue and how that alignment will affect his property and its marketability.
Adams said that in prior meetings with city staff, including former City Manager Maurice Swanky, he was told the master thoroughfare plan showed Leonard Avenue running 50% on his property and 50% on an adjacent parcel (the Shirley property). He said he reserved a 60‑foot right of way on his tract in order to obtain a building permit in February 2024 after the city conditionally required a dedication or reservation.
Adams told council that more recently the city and Qualico Communities (a local developer) have not aligned Leonard Avenue to follow the master thoroughfare plan across FM 455 and that the changed alignment is harming his ability to sell his property. He said developers are reluctant to purchase parcels where they would have to construct both sides of a road; he supplied council with documents including a development submittal and a prior diagram he said showed the 50/50 alignment.
Adams asked the council for “fair and equal” treatment and said he was simply asking the city to follow the thoroughfare plan. Council did not take action during the meeting on the matter; Adams’ remarks were recorded during the neighbor‑comments portion of the agenda.
