Saline County opens public hearing and approves CDBG application for senior center repairs

The Saline County Board of Commissioners opened a public hearing May 27 and voted to authorize staff to complete and submit a Community Development Block Grant application to the Kansas Department of Commerce to seek funds for rehabilitation of the county senior services building and adjacent site improvements. The application seeks funding under the large community facilities category.
Rosie Walters, Saline County senior services director, told commissioners the project scope includes replacing the senior services building roof, removing and replacing 3,600 square feet of sidewalk and installing approximately 5,300 square feet of new parking (about 18 spaces) with new 6-inch pavement and curbs, ADA-compliant 4-inch sidewalks and ramps, striping, wheel stops, signage, new lighting and pole bases. The estimated project cost is $937,004.60; Walters said the county plans to contribute $225,000 in match from the capital improvement plan and from foundation grants and donations.
Walters asked the commission to open the hearing, receive public comment and close the hearing so staff could finish the application. No members of the public spoke during the hearing. Commissioners then moved and seconded a motion to approve submission of the grant application; the chair called for the ayes and the motion carried.
Walters said if the public hearing is closed and the grant application completed, staff would return to the commission later with a resolution and grant documents for formal adoption and signature if the grant is awarded. The commission was told there is no immediate budget impact from holding the public hearing.
The action does not commit the county to accept a grant or to specific construction contracts; further commission action would be required to accept grant awards and appropriate funds.
Background: Community Development Block Grants administered by the Kansas Department of Commerce fund public facility improvements in qualifying jurisdictions. The commission was told matching funds are planned to come from the county capital improvement fund, foundation grants and donations.
