The Mount Airy Planning Commission unanimously recommended approval of a single-story boutique addition and a new handicap-accessible entrance for Hair Impressions at 102 East Ridgeville Boulevard. Commissioners approved the project with conditions including obtaining all Carroll County building permits, meeting state and county requirements through the permit process, relocating four handicap parking spaces to meet ADA rules, matching exterior finishes to the existing building and recording a cross-access easement with the adjacent funeral home.
The applicant, owner Diana Clever, and architect Michael Taylor said the addition is intended to create sheltered seating for elderly clients and a boutique retail area to improve customer experience. John Breeden, town staff, explained the addition is below thresholds that would trigger a full amended site plan and noted the applicant had secured a cross-easement with the adjoining property owner.
Commissioners asked about the ADA ramp and the plan to move accessible parking; the applicant said existing accessible spaces would be relocated further down the lot and the sidewalk would be extended to connect to the proposed ramp and covered entrance. Commissioner Beata and others commended the applicant for coordinating shared parking with the neighboring funeral home and for adding a covered, accessible entrance for senior clients.
The commission’s motion approved the project with the conditions read aloud by the chair: Carroll County building permits and other required permits; compliance with state, county and town requirements through the permit process; relocation of four handicap parking stalls to meet ADA standards; matching exterior finishes; and recording the cross-access easement in Carroll County land records before receiving town approval for building permits. Commissioner Hadley seconded the motion; all commissioners voted aye.
Staff and the applicant were directed to follow the listed permitting steps before construction begins.
