Kenosha County staff to appeal city zoning decision on KCJC housing placement site plan

“The initial rejection came because they were classifying the 2 mobile homes as residential,” a facilities staff member said. Staff said they refiled a revised classification describing the units as for penal or institutional use; the city rejected that resubmission as well.
Next steps: staff said the county will appeal the decision to the city’s zoning board of appeals and that county attorneys and city attorneys are already discussing the matter. Facilities staff said they will consult the county corporation counsel about whether creating a separate parcel could provide a different zoning outcome.
