Calistoga dissolves two small landscape maintenance districts; costs outstrip assessments

The City Council on May 20 adopted resolutions to dissolve two small landscape maintenance districts (LMDs): Silverado Place and the Palisades LMD.
Associate Engineer David Fializio explained the districts were created as conditions of development (1997 for Silverado Place; 1993 for Palisades) to maintain landscaping strips between subdivisions and State Highway 29. Staff reported that maintenance costs exceed the assessments the city can collect and that reassessment would require a Proposition 218 process.
Fializio said Silverado Place incurs roughly $1,149 in annual maintenance costs with assessments covering about $1,000, while Palisades costs roughly $2,900 annually with assessments covering about $1,500. Council had previously directed initiation of dissolution proceedings at the April 29 meeting.
Public comment was not received on either item at the hearing. Councilmember Eisenberg moved the Silverado Place dissolution; the motion passed by voice vote. For the Palisades district, council adopted the resolution by voice vote as well; staff noted that the Palisades strip lies within the Caltrans right-of-way and that Caltrans will assume maintenance responsibility following dissolution.
Council directed staff to complete the formal dissolution steps required by the Landscaping and Lighting Act and to close the annual district proceedings.
