Calistoga council approves consultant study to update inclusionary ordinance and in-lieu fees

At the May 20 meeting, Assistant Planner Lauren Clark presented a proposal for the city to hire a consultant to perform a nexus and feasibility study on Calistogainclusionary housing ordinance and the in-lieu fees charged to projects that opt out of providing on-site affordable units.
Clark told the council the current in-lieu fee is roughly $12,000 per unit and staff believe that amount is too low to reflect true costs or to create a viable incentive structure to produce affordable units. The study will analyze the existing ordinance, evaluate whether the fee properly corresponds to the cost of providing affordable housing, and recommend appropriate fee levels and inclusionary requirements.
Councilmember Gift moved to adopt the item after brief council questions; the motion passed by voice vote. Council members did not receive public comment on the item during the hearing.
The study, if authorized, will provide the analysis the city needs to consider revising inclusionary requirements or raising in-lieu fees so that opting out of on-site affordability is a stronger disincentive and the city obtains a funding level that better supports affordable-housing production.
