The Harrington City Commission approved an updated wastewater discharge agreement with Union Pacific that modifies the testing provisions to reflect current EPA standards.
Staff said the latest Union Pacific draft corrected an outdated testing reference and raised certain pollutant thresholds consistent with current EPA Method 624.1. The city attorney/staff reviewed the edits and recommended approval; commissioners said the changes appeared to bring the agreement into alignment with federal requirements.
A motion to approve the updated wastewater discharge agreement, authorize changes to the agreement structure to reflect Union Pacific updates, and authorize the mayor’s signature passed on roll call.
Staff did not report substantial changes to the financial or operational terms beyond the testing-method updates; Union Pacific’s updated language was described by staff as conforming to EPA methods rather than substantially altering operational obligations.
The approved amendment will be executed and filed per city procedures.
