Harrington adopts 2024 Standard Traffic Ordinance and Uniform Public Offense Code

Staff explained the STO adoption includes specific omissions and changes to reflect local ordinances; the transcript lists omitted sections as 1 14.21, 14 0.31, 14 0.4, and 1 14.5 (as presented by staff). Commissioners and staff discussed that the city retains local ordinances addressing unlawful operation of ATVs, micro-utility vehicles, low speed vehicles, golf carts and worksite utility vehicles instead of relying on the STO text for those items.
A motion was made and seconded to adopt the STO as the next sequential ordinance (to replace prior STO/UPOC entries) and to authorize the mayor’s signature. The motion passed on roll call. The commission then moved to adopt the UPOC, again approving an ordinance that incorporates the 2024 edition by reference and repeals conflicting prior ordinances; that motion also passed on roll call.
Staff said the motions are routine housekeeping to ensure the city’s traffic and public-offenses codes track the current statewide model texts while preserving local provisions for utility and off-road vehicle operation.
Both ordinances will be numbered in sequence with the prior STO/UPOC ordinances and will be published per city procedure.
