Polk County continues public hearing on proposed fairgrounds operating levy to evening session

The Polk County Board of Commissioners opened a public hearing on Jan. 8 to consider a local option operating levy for the Polk County Fairgrounds and Events Center but recessed the hearing until 6:30 p.m. the same day to allow more public participation.
County staff described the fair board's request for a 15' per $1,000 levy for five years to fund operations and capital improvements at the fairgrounds. Staff said, if the board places the measure on the May ballot and voters approve it, the levy would be imposed the following November and the revenue would be included in the 2025‑26 budget.
Staff outlined potential uses for the levy proceeds in the board packet, including general operations, building and electrical improvements, resurfacing and expanding paved areas, relocating the fair office and maintenance facilities, and creating an amphitheater in the northwest corner of the property. The presenter said more detailed plans and timelines are included in the packet.
During the morning portion of the hearing the chair invited individuals in favor to speak; none came forward. The chair then invited opponents; none came forward. The chair said the hearing would continue at 6:30 p.m. in the same room to provide more opportunity for public testimony and to allow commissioners to ask questions at that time.
The board emphasized that comments and evidence at the hearing should be directed toward the legal criteria identified in the record and that failure to raise an issue with adequate specificity at the hearing may limit later appeal rights.
