Gilpin County approves professional engineering contract for South Beaver Creek Road

The Gilpin County Board of County Commissioners voted 3-0 on Feb. 11 to authorize a professional consulting agreement with JR Engineering LLC to complete engineering services for South Beaver Creek Road.
Public Works Director John Combs and a JR Engineering representative described options the county had received: a larger, grant-ready engineering package quoted at about $553,408 and a reduced scope that would provide corridor surveying, geotechnical investigation, drainage improvements, core samples and intermediate recommendations at a lower cost. Based on uncertain federal grant prospects, staff recommended the smaller, less costly option and confirmed a contract not to exceed $332,590.
John Combs said the contract would include core sampling (19-21 bores were referenced in the proposal) and a design package that could be used either to phase local work or to make the project eligible for future grants. "Those core samples alone are gonna be very helpful," a JR Engineering representative said about informing material and topography decisions.
Commissioners and staff discussed whether a Conditional Letter of Map Revision (CLOMAR) would be necessary if the roadway elevation were altered, noting CLOMAR is a FEMA process that can add about a year to project timing and may require coordination with the U.S. Army Corps of Engineers. JR Engineering advised that an optional CLOMAR/permit scope be included because of the road's proximity to the creek.
The board voted to adopt resolution 25-14, authorizing execution of the agreement with JR Engineering LLC, with the contract capped at $332,590. The county said public outreach steps will include at least one open house in spring and later public meetings around 70% design.
