City holds first public hearing on Hopewell Avondale annexation; formal ordinance adoption set for March 24

City planning staff opened a public hearing on a proposed annexation requested by the parcel owner of the Hopewell Avondale site. The annexation concerns a narrow 5‑foot‑wide strip (about 500 feet long) that was formerly Maricopa County right‑of‑way and remains in county jurisdiction; bringing it into the city would make the entire Hopewell parcel developable under Avondale jurisdiction.
Senior planner Sylvia (presenting) told the council the strip measures approximately 2,501 square feet and is located east of the northeast corner of El Mirage and Indian School roads on the southeastern edge of the Hopewell parcel. The site is currently vacant and the previously approved site plan (June 29, 2023) allows for one warehouse building with industrial uses; annexation would facilitate development under city code. Staff said they completed the required petition, affidavit filings and notices under state law.
No members of the public requested to speak during the hearing. Staff emphasized that this meeting was the first of two public hearings required; the council will consider adoption of the annexation ordinance at its March 24 meeting. Staff made clear there was no action taken at the hearing and that the item will return for formal council action on the ordinance at the next hearing date.
