Middleton council approves $10,265 purchase order for trolley station fencing; vote 3–1

The Middleton City Council approved a purchase order with Butte Fence Inc. for up to $10,265.13 to install limited fencing at the trolley station, citing public‑safety concerns for children during events at the site.

Staff described the planned installation as a limited stretch of fence—from the bridge and rail area past some rock and plantings to near the sidewalk and pylon sign—intended to slow small children from running toward Highway 44. The sidewalk and a manhole access point will remain available for maintenance and access.

Councilman Merritt and others asked whether the funds were budgeted; staff said the funds will be paid for by the First Seller (as noted in the record). Council members discussed whether the fence could stop a vehicle and the practicality of extending the fence; staff said the fence is not intended to stop a vehicle and that a longer option was more expensive.

Vote and action: A motion to authorize the mayor to execute the purchase order with Butte Fence Inc. for the trolley station fence not to exceed $10,265.13 was moved and seconded. The council approved the motion by a vote of 3–1; one member voiced opposition during the roll call.

What this does not change: The fence is limited in scope and will not enclose the entire trolley station property because of a canal and other site constraints. Staff said the fence will match existing park fencing style and that access points for the sidewalk and a manhole will be retained.
