Oakdale council approves purchase of park maintenance equipment, taps small reserve

The Oakdale City Council on Feb. 18 approved a resolution authorizing purchases of park maintenance equipment totaling $112,554.06 and appropriated $3,000 from the parks replacement fund reserve to cover the difference.
Council action came after city staff presented cost comparisons showing the largest purchase — a Harper Hawk turf sweeper — could be bought used for $54,187.50 rather than the $86,000 new price listed in vendor bids. The resolution authorizes the city manager to purchase the Harper Hawk sweeper from Turf Star Western for $54,187.50; a Toro Z Master zero-turn mower for $24,629.68; a Toro Workman GTX utility vehicle for $20,129.21 (all from Turf Star Western); and a deck-over trailer from Johnson Manufacturing for $13,607.67. The staff recommendation said the purchases will be funded from parks replacement fund 549, with $3,000 taken from fund 549 reserves to cover the overrun.
The city finance presentation showed the parks replacement fund (Fund 5.49) opened the fiscal year with a beginning balance of about $2,400,000 and has planned expenditures of approximately $1,800,000 for park improvements this year (projects cited included Brennan Park, Gilbert Park restrooms and other park projects). Staff said the fund is expected to retain about $594,149 after those planned expenditures and that the $3,000 draw on reserves would not impair the fund's health.
Council members acknowledged the savings achieved by purchasing gently used equipment rather than new and discussed procurement pathways. Staff said the purchases were procured through Sourcewell, a cooperative purchasing program that typically yields the lowest available price for the specified equipment. Councilman Patasse asked whether local dealers were solicited; staff replied Sourcewell listings reflected the vendor pool and yielded the best price.
A roll-call vote approved the item 5-0. The council did not record a mover or seconder in the meeting audio; roll call recorded Council member Gilbert, Mayor Pro Tem Smith, Council member Potosi, Council member Kettering and Mayor Gerhardt (recorded in the minutes) voting yes.
