The Victorville City Council on Feb. 18 introduced Ordinance No. 2454 to amend Title 16 of the Victorville Municipal Code, making citywide changes that include updated definitions, new land‑use allowances for thrift retail stores, revised landscaping standards for commercial/industrial/residential properties, and clarified time frames for tentative tract map approvals.
Staff said the Planning Commission reviewed the amendments at its Jan. 8 meeting and voted unanimously to recommend the changes to council. City planners explained the package addresses state law changes affecting thrift stores, adjusts landscape standards citywide and clarifies administrative time limits for tract map approvals.
The council found the code amendment exempt from CEQA under Section 15061(b)(3) (common sense exemption) as described in the staff report, introduced Ordinance No. 2454 by title only and waived full reading. The motion to adopt the staff recommendation carried unanimously.
Councilmembers asked no substantive follow‑up questions during the council’s limited technical questions period; no public speakers requested to speak on the item. The ordinance will return for a subsequent hearing for adoption (final reading) consistent with the city’s ordinance process.
Vote: Councilmembers Godin, Irving and Jones, Mayor Pro Tem Herriman and Mayor Becerra voted yes on introduction and waiving further reading.
