Board adopts Onslow County strategic plan for 2025–2030 after broad public input

The Onslow County Board of Commissioners on Feb. 17 adopted the county’s 2025–2030 strategic plan, a multi‑year document the manager said was developed with stakeholder and employee input.
County Manager David Smitherman (presenting) told the board the plan centers on five strategic focus areas: fiscally responsible government, high‑performing government, community vitality, a sustainable future and a healthy and safe community. Staff reported more than 1,200 community survey responses, about 66 stakeholder interviews and more than 100 public comments informed the plan’s goals and about 50 objectives (roughly 10 per focus area).
The county manager and staff said the county will integrate plan objectives into a multi‑year budgeting approach beginning in the FY 2027 cycle and will develop implementation templates and regular updates for the board. The presentation highlighted specific planned actions: convening stakeholders on youth services, revisiting the community paramedicine deployment model, and developing a four‑year budget outlook to support the plan.
The board received the implementing resolution and moved to adopt the plan; the motion carried on a voice vote. Commissioners praised staff engagement and said the document is intended as a living plan that can be adjusted over time.
The resolution adopted language directing staff to incorporate the plan into budget development, produce implementation templates and provide regular progress updates to the board.
