County awards Rainy Lake RV sewer contract, approves additional MPCA grant and easement agreement

The Koochiching County Board voted Feb. 11 to accept bids and proceed with the Rainy Lake RV sanitary sewer extension, awarding the construction contract to Wagner Construction for $310,524.75 and approving related grant and property agreements.
Environmental Services Director Matthew (Matt) Gwen told commissioners the project will extend pressurized sanitary sewer and two duplex grinder stations to serve 43 RV sites currently without sanitary sewer. The county applied for two MPCA/clean-water grants totaling $300,000 (a $200,000 award and an additional $100,000 award) with a required 25% county match; that match totals $75,000. Staff and engineers noted the low bid was about 20% higher than the engineer’s estimate ($257,308), but recommended awarding to the low bidder and proceeding because the grant funding covers most project costs.
Commissioners approved: (1) accepting the construction bid from Wagner Construction for $310,524.75, contingent on the final executed MPCA grant; (2) entering the MPCA grant agreement for the additional $100,000 with an included $25,000 county match (county staff indicated KDA funds were budgeted to cover the match); and (3) approving property-owner consent, easement and sewer agreement with property owners Cole and Carrie Ruben (listed in packet as owners of Rain Lake RV). The owners agreed to a connection fee calculation based on 0.3 Equivalent Dwelling Units (EDU) per RV site; the formula produced a connection total of $100,233, which the county will remit to cover debt service or long-term sewer capital accounts.
Staff underscored that the county will front construction costs and seek reimbursement through the grants, which is the normal approach for their sewer projects. Commissioners asked about power to grinder stations and project schedule; staff said the construction package includes electrical work and the project completion is expected in 2025.
Ending: With grant contracts in place and the easement/sanitary agreement approved, staff will execute construction contracts and manage inspection and reimbursement steps through the engineering firm and the MPCA process.
