Waynesboro council raises library printing fees to 25 cents per page

City staffer Mr. Hamp told council the 15' fee had not been updated since 2020 and that the city's internal calculation showed costs per copy between 22' and 24'. "Currently the library charges 15' per page... that fee has not been updated since 2020," Hamp said, and recommended increasing the fee to 25' to cover costs.
Staff materials cited that the General Fund subsidized the service by about $750 in one year and about $850 in the subsequent year. Council members said the goal was not to profit from the service but to stop subsidizing routine copying costs.
A council member proposed amending the motion to give the city manager administrative authority to adjust fees when staff observes a service is being provided at a loss; other members raised concerns that such authority could be too broad. Council agreed to leave the immediate library fee change in place and asked staff to compile a list of fees to review annually as part of the budget process. One council member noted that delaying an adjustment had cost the General Fund money in the past year.
The resolution to increase the printing fee passed by voice vote with all council members saying "aye." The motion to adopt the change was made and seconded on the record during the meeting.
