Commission continues application on demolition of deteriorated garage at 217 Northwood Avenue

The commission reviewed an application for 217 Northwood Avenue that proposes demolition of a deteriorated rear garage and construction of a replacement garage or parking pad. Staff reported the garage — originally constructed in the early 1900s — shows extensive deterioration and vegetation overgrowth; a code violation was issued in January of the current year.

At the February business meeting commissioners expressed they could support demolition if the applicant submitted drawings and a replacement proposal that replicate the scale and detailing of the demolished accessory structure. Staff recommended continuing COA250070 to allow the applicant time to revise the application with replacement drawings and materials and to provide a timeline for completion so the demolition would not leave a long-term vacant gap on the site.

Applicant representatives said they are preparing estimates and a materials list, and they agreed to provide photographs showing current interior and exterior conditions. Commissioners stressed that demolition approval should be contingent on submittal of replacement drawings, a schedule for construction and materials samples; several commissioners noted the commission's role includes ensuring a demolished structure is followed quickly by an appropriate replacement.

The commission continued the application and directed the applicant to supply a replacement design, materials and a construction timeline for staff review; staff indicated they would set the application for a future agenda after receiving those materials.
