Jurupa Valley approves transfer of 2.75-acre Paradise Knolls park site to local parks district

Jurupa Valley council members on Jan. 16 accepted dedication of a 2.75-acre neighborhood park within the Paradise Knolls specific plan and voted to convey the parcel to the Jurupa Area Recreation and Park District (JARPD) for construction and long-term maintenance.
Lede: The council approved two companion resolutions — one accepting the dedicated park property from the developer of Paradise Knolls and a second authorizing conveyance of the site to JARPD — by a 4–1 roll-call vote.

Jurupa Valley recorded an irrevocable offer of dedication in 2022; JARPD executed a conveyance agreement on Jan. 9, 2025.
JARPD and developer financing: JARPD told the council it has already received approximately $2.6 million from the developer toward park construction and expects an additional payment of roughly $2 million after closing of the adjacent planning area. The district’s plan calls for perimeter walking paths, a tot lot, dog areas and five gated entrances; the gates will allow the park to be closed at night to reduce encampment and vandalism risks.
Council discussion and vote: Council members expressed typical questions about supervision and maintenance. Colby DeWitt of JARPD explained that the parcel will be included in an existing Community Facilities District (CFD) that will fund ongoing maintenance, and that JARPD has a schedule for grading and construction to align with grading on the adjoining residential phase. The council approved the acceptance and conveyance items 4–1 (Mayor Bergson voted no). Staff said grading and construction would begin in summer 2025 in coordination with the developer’s work.
What’s next: The parcel will be transferred to JARPD and built by the district using developer funds and the CFD for maintenance. Staff will return with final documents as conveyance is completed.
Ending: Council members said they expect the new neighborhood park to provide local recreation and walking-trail links to the larger Paradise Knolls open-space network.
