Consent agenda: Mayor Ambrose Grooms moved to approve the consent agenda; a second was given and council voted in favor. The roll call recorded affirmative votes from attendees; Vice Mayor Alutto was absent from the meeting.
Easement ordinances (Ordinances 01‑25 and 02‑25): Council waived rules to read the two ordinances together and then adopted them. The ordinances authorize the city manager to execute conveyance documents to acquire small easements (including a 0.038‑acre easement at 1585 South Riverview Street, Franklin County parcel number 27300014400, and an easement for property at 109 South Riverview Street) to facilitate the South High Street utility barrel phase 2 project. City staff said there was no new information since the first reading and recommended adoption.
Wireless 911 intergovernmental agreement (Resolution 07‑25): Council approved a resolution authorizing the city manager to enter into an intergovernmental agreement with the Franklin County Commissioners so the city may continue to receive reimbursements from the Wireless 911 Governmental Assistance Fund. City staff and Northwest Regional Emergency Communications Center (NREC) representatives said ORC §128 establishes a per‑device fee administered by the county and distributed according to State 911 Planning Committee formulas; funds are intended to support 911 equipment, upgrades and related staff training. Deputy Chief Lutensy and NREC operations manager Kelly Davidson said the city’s 2025 disbursement amounts are the same as in 2024 and that funds would be used in accordance with ORC §128.571.
Vote tallies: For each of the three items listed above council recorded unanimous approval among members present. The roll calls on those items showed affirmative votes from Mayor Ambrose Grooms, Mr. Reiner, Ms. Fox, Mr. Rosa, Mr. Keeler and Ms. Kramm. Vice Mayor Alutto was absent from the meeting.
