TACIR staff presented a draft report on rolling stock procurement challenges prompted by a Mayoral request (Jan. 2024). The draft, prepared by Senior Research Associate Presley Powers, documents interviews with more than 30 Tennessee officials that describe steep cost increases and long procurement delays for specialty municipal vehicles following COVID‑era supply disruptions.
The report does not recommend state legislation. Instead staff recommended practical mitigation strategies local governments can implement without legislative action, such as developing vehicle maintenance and replacement plans, leveraging fleet management software, renting or using alternative vehicle platforms, exploring consortium purchases, and consolidating fleets where feasible. The report notes private sector examples, including a Chattanooga EMS provider refitting transit vans as ambulances because custom chassis lead times were long. The draft was presented for review and comment; commissioners thanked staff for the work and indicated they would review the draft further.
