The Tennessee Advisory Commission on Intergovernmental Relations approved its annual public infrastructure needs inventory, which compiles state and local projects in conceptual planning, design, or construction stages for the five‑year period beginning July 2023 through June 2028.
Research manager Tyler Carpenter summarized key findings: total reported need in this year’s inventory is $78,000,000,000 — $10,000,000,000 more than last year — and the per‑capita estimated cost rose for the ninth consecutive year. Transportation and utilities remain the largest categories, with transportation alone reported at about $38,000,000,000. Education needs totaled about $19,000,000,000, with most K‑12 increases attributable to renovations in Davidson, Wilson and Rutherford counties and postsecondary increases concentrated at the University of Memphis and Tennessee State University. "If you will turn your attention to figure 1 on page 9, you will see the total estimated cost per capita of all needed public infrastructure improvements in Tennessee increased for the 9th consecutive year," Carpenter said.
Carpenter also noted that the share of needs reported as funded rose by 1% from the prior inventory year, and directed commissioners to county summaries beginning on page 21 and appendices for project stage and school district breakdowns. The vice chair seconded the motion and the commission approved the report "carried unanimously."
