Porterville council approves PLHA amendment to cover navigation center contingency

The Porterville City Council unanimously approved an amendment to the city’s Permanent Local Housing Allocation (PLHA) five-year plan to permit use of year 4 PLHA funds to cover a contingency for expansion of the navigation center.
City housing staff presented the amendment and said the expansion project’s awarded construction contract is $2,459,999 and did not include a 10% contingency. Claudia Calderon, participating virtually as the housing presenter, told council that staff recommends allowing up to $293,840 from PLHA year 4 funds to cover the contingency and related adjustments. She said the PLHA funds are not yet received and will not be obligated until the city actually receives them from the state.
The amendment also corrects percentage and dollar errors in the draft five-year plan attachment for the 2020 and 2021 columns and includes contingency language that would allow unused funds to be reallocated only after a future council hearing and final approval by the California Department of Housing and Community Development (HCD).
Public comment included praise for staff work on homelessness programs. After brief council discussion and a request to display the corrected chart, Council member Meister moved to adopt staff’s recommendation; the motion was seconded and passed unanimously, recorded as a 4-0 vote.
The amendment authorizes staff to submit the revised PLHA five-year plan to HCD and to allocate the specified amount to the navigation center expansion if the funds are received and needed for the contingency.
